Programme Competitiveness and Cohesion 2021 - 2027

In the new Multiannual financial framework 2021-2027 the CFCA will once again play the role of Level 2 Intermediary Body in the Competitiveness and Cohesion Program, while within the framework of the implementation of the program in the area of territorial investments and just transition, the Agency was assigned the role of an Intermediatory Body for the implementation of operations in which beneficiaries of grants are obliged to apply under the Law on Public Procurement.

The estimated allocation that CFCA will have in its portfolio is around 5,1 billion EUR.

Objectives, Priorities and Financing Possibilities - Five objectives/priority axes of the EU Cohesion Policy:

PO 1.

A Smarter Europe

Within the first objective of the policy, there are four specific objectives which refer to:

  • improvement of research and innovation capacities and enhanced application of advanced technologies
  • reaping the benefits of digitalization for citizens, businesses and governments
  • strengthening the growth and competitiveness of SMEs
  • developing skills for smart specialization, industrial transition and entrepreneurship
  • enhancing digital connectivity

PO 2.

A Greener Europe

Within the objective “A Greener Europe”, seven specific objectives have been set and they refer to:

  • energy efficiency
  • renewable energy sources
  • development of smart energy systems, networks and storage on the local level
  • fostering adaptability to climate change, preventing the risk related to disaster resilience
  • sustainable water management
  • transition to a circular economy
  • biological diversity, green infrastructure in the urban environment and reducing pollution
  • promoting sustainable multimodal mobility

PO 3.

A More Connected Europe

Within the objective “A More Connected Europe”, four specific objectives have been established and they relate to:

  • development of a sustainable, smart, safe and intermodal TEN-T network which is resistant to climate change
  • development of sustainable, smart and intermodal national, regional and local mobility which is resilient to climate change, including better access to the TEN-T network and cross-border mobility
  • promotion of sustainable multimodal urban mobility (Digitalization of transport, Infrastructure of clean urban transport, Clean urban transport vehicles, Cycling infrastructure, Digitization of urban transport, Alternative fuels infrastructure, Multimodal transport (TEN-T))

PO 4.

Europe with a more prominent social component

Specific objectives in terms of hard activities:

  • the labour market and access to quality employment through the development of social innovations and infrastructure
  • education, training and lifelong learning
  • increasing socioeconomic integration of marginalized communities
  • increasing socioeconomic integration of third-country nationals
  • health care
  • strengthening the role of culture and tourism in economic development, social inclusion

Special objectives in terms of soft activities monitor the aforementioned infrastructural activities in all sectors and target groups.

PO 5.

Bringing Europe closer to citizens by encouraging sustainable and integrated development of urban, rural and coastal areas and local initiatives

Within the fifth objective of the Policy, two specific objectives are established, which refer to:

  • encouraging integrated social and economic development, development in the field of the environment, cultural heritage as well as security in urban areas
  • fostering integrated socio-economic development and the development in the field of environment on the local level, cultural heritage and security, including local and coastal areas, inter alia through local development under the community leadership.

Conclusively, the forthcoming financial perspective puts an emphasis on green and digital – more funds for local and regional development, greater focus and a special objective of the Policy committed to the local development, further development of territorial instruments and higher integration of investments from various sources.

On the basis of the Regulation on bodies in the system of management and control of the implementation of programs in the field of Competitiveness and Cohesion for the financial period 2021-2027 (Official Gazette No.96/2022), the Agency was appointed as a Level 2 Intermediate Body for 17 specific objectives within the following priorities:

Priority 1

Strengthening the economy by investing in research and innovation, supporting business competitiveness, digitalization and developing skills for smart specialization

  • Support for research and development projects, upgrading of digital public services

Priority 2

Strengthening digital connectivity

  • Continued investment in the construction of broadband aggregation networks (white and grey areas)

Priority 3

Promotion of energy efficiency and renewable energy sources, climate change benefits, risk measurement, environmental protection and resource sustainability

  • Promotion of energy efficiency, circular economy, and renewable energy sources, development of a smart energy network, and hydrogen economy, reduction of the risk of disasters, and climate change, sustainable water management, as well as the protection and preservation of nature and biodiversity

Priority 4

Development of sustainable multimodal urban nobility, as part of the transition to a low-carbon economy

  • Development of infrastructure for electric vehicles and infrastructure for alternative fuels (filling stations), removal of bottlenecks, construction of bicycle paths and digitization of urban and suburban public transport systems.

Priority 5

Development of sustainable, smart, and safe mobility

  • Investments in the renovation and modernization of TEN-T roads and railways and the construction of multimodal terminals and logistic centre’s

Priority 6

Strengthening the health system by promoting social inclusion, education, and lifelong learning

  • Investments in early and preschool education, investment in public tourism infrastructure, especially health and sports tourism, strengthening of primary health care and specialist consular health care, construction of veteran’s centers, development of social institutions with new/ modernized capacities, and investments in public cultural infrastructure

Priorities within the Integrated Territorial Program 2021-2027

Priority 1

Industrial transition of Croatian regions

  • Investing in the development of skills for smart specialization and building business infrastructure

Priority 2

Strengthening green, clean, smart, and sustainable city transport within the framework of integrated territorial investment in cities

  • Promotion of energy efficiency, circular economy, and renewable energy sources, at the local level
  • Promoting climate change adaptation, risk prevention and strengthening disaster resilience
  • Sustainable water management
  • Biological diversity, development of green infrastructure in the urban environment and reduction of pollution and promotion of sustainable multimodal mobility

Priority 3

Development of urban areas as drivers of regional growth and development of their functional areas, and development of sustainable green islands

  • Promotion of energy efficiency, circular economy, and renewable energy sources, at the local level
  • Promoting climate change adaptation, risk prevention and strengthening disaster resilience
  • Sustainable water management
  • Biological diversity, development of green infrastructure in the urban environment and reduction of pollution and promotion of sustainable multimodal mobility

Priority 4

Just transition

  • Investing in the promotion of energy transition, human capital, and the development of the green and digital economy
