Short term project purpose, development of guidelines on competences and job descriptions with elaborated key competencies for relevant positions of police officers, was achived by using comparative analysis of the human resources management systems and the system of training and education of police organizations of the Republic of Austria, the Federal Republic of Germany and the Republic of Croatia. Training of civil servants involved in human resources management system and the system of training and education have improved the capacity of civil servants in this area. The long-term goal of this project is to strengthen the institutional capacities of the Ministry of the Interior of the Republic of Croatia for the purpose of an efficient and effective police organization.
