The opening ceremony of the Twinning project “Strengthening the Capacity of the Institution of Public Administration – Jordan” was held on 27 May 2024 in Amman. The project started on 25 February 2024 and will last for 24 months. This project is financed by EU and is worth 1.800.000,00 EUR. The project is implemented in partnership between three Member States: Finland as Lead Partner, Croatia and Germany as Junior Partners and Institute of Public Administration (IPA) of Hashemite Kingdom of Jordan as Beneficiary Institution. The Croatian Twinning project partner is the National School for Public Administration (NSPA) and its Assistant Director, Ms. Valentina Miličić, is the Project Leader on behalf of Croatia. The Central Finance and Contracting Agency (CFCA) is responsible for the administrative and financial management of this project in parts related to Croatia’s input. Mr. Dragan Jelić, the CFCA’s Director and Ms. Nirvana Sokolovski, Head of Twinning Service in the CFCA participated in Amman at the opening ceremony of the project.
The specific objective of the project is to enhance IPA’s capacity by improving its quality of service, learning and development, and making use of the possibilities offered by digitalization.
During the ceremony, the attendees were addressed by the Beneficiary Country Project Leader, H. E. Eng. Siham Alkhawaldeh, the Director of the IPA, who thanked the EU for support provided to this project. The Project Leaders from all three Member States also addressed the attendees. Finnish Project Leader Dr. Kyösti Väkeväinen, Managing Director of the Finnish Institute for Public Management (HAUS) presented HAUS experience in implementing Twinning projects and expressed wishes that this project will inspire similar initiatives and projects in the future. German Project Leader Mr. Oliver Valk, Policy Advisor at the German Federal Ministry for Economic Affairs and Climate Action highlighted that this project is part of an optimization mosaic of Jordan public administration transformation. Croatian Project Leader Ms. Valentina Miličić, Assistant Director at the NSPA, presented the significance of this Twinning project for the NSPA and all the other Croatian institutions involved. She wished for the successful implementation of the project. H. E. Tomislav Bošnjak, Ambassador of the Republic of Croatia, also greeted all guests and participants, informing them about the importance and benefits of Twinning in public administration reform and transformation across the world.
