About CFCA

The Central Finance and Contracting Agency was established in 2007 as one of the bodies that control the implementation of EU projects in Croatia, with an emphasis on verification and approval of expenditure, achievement of project objectives and successful completion of projects. The CFCA started its work in 2008 and since then has signed more than 3000 contracts with its beneficiaries for projects worth over 6.1 billion euros.

New Programming Period 2021-2027 – Programme “Competitiveness and Cohesion” and “Integrated Territorial Programme” (PCC and ITP)

In the new financial period 2021-2027, the total allocation available to Croatia is the highest so far and the CFCA will continue to perform the role of an Intermediate Body level 2 (IB2) within new programmes “Competitiveness and Cohesion” (PCC) and “Integrated Territorial Programme” (ITP), as well as take on the checks and control tasks of a part of project portfolio of other bodies. The estimated allocation for projects whose implementation will be monitored by the CFCA within the aforementioned programs amounts to around 5.1 billion euros. The main goal of the new programming period is to strengthen the economy, support the digital and green transition, digitization for citizens and businesses, improve connectivity and mobility throughout the Republic of Croatia and improve the quality of life of the population.

National Recovery and Resilience Plan 2021-2026 (NRRP)

In response to the pandemic that affected us in 2020, the European Commission, the European Parliament and European leaders reached an agreement on establishing a specific Recovery and Resilience Mechanism. Within the framework of the Recovery and Resilience Mechanism and NRRP, Croatia secured a total amount of funding of 9.9 billion euros. The CFCA has the role of one of the implementing bodies for 50 investments with an estimated value of 1.9 billion euros.

European Union Solidarity Fund (EUSF)

After the devastating earthquakes that mostly affected the City of Zagreb, Zagreb County and Sisak-Moslavina County, Croatia was given the opportunity to use financial resources from the EUSF for the repair of damage. Within the EUSF funding system, the CFCA has the role of an independent audit authority that is responsible for auditing the use of grants allocated for the repair of damages caused by the Zagreb and Petrinja earthquakes.

The CFCA as an Administrative Body for Twinning

Twinning is one of the main tools of the EU for administrative cooperation between public administration bodies of EU Member States and those of beneficiary countries. Its main goal is to provide assistance and knowledge transfer in the application of the EU acquis. The CFCA provides administrative, financial and legal support in the preparation and implementation of Twinning projects to Croatian state and public administration bodies, i.e., EU MS partner institutions.

The first Twinning Light project we participated in started in 2017, and by the end of 2023 we participated in the preparation of project proposals, contracting and implementation of eight Twinning and ten Twinning Light projects worth over 15 million euros in seven beneficiary countries (Bosnia and Herzegovina, Montenegro, Jordan, Kosovo, Moldova, North Macedonia and Serbia).

Training Programmes

One of CFCA’s strategic objectives is to disseminate knowledge acquired in the process of managing EU projects by educating employees in key partner and beneficiary institutions, as well as educating our own capacities. The CFCA started conducting training programmes in 2009 when the first in-house training was organized for our employees, while the first implementation workshop for beneficiaries of ESI funds was held in 2014. In addition to training programmes for CFCA’s employees and newly employed staff, trainings in the field of public procurement, as well as workshops for beneficiaries and other bodies within the Management and Control System of EU funds in Croatia are also regularly held.

History of the CFCA

Operational Programme “Competitiveness and Cohesion 2014-2020” (OPCC)

During the 2014-2020 financial period, the CFCA obtained the role of one of the IB2s and contracted more than 1200 projects with 784 different beneficiaries worth over 6 billion euros, of which almost 5 billion euros of awarded grants.

One of Croatia’s most significant projects contracted within OPCC is the construction of Pelješac Bridge “Road Connection to Southern Dalmatia”. The total value of the project is 534 million euros and its main objective is a direct road connection between the greater part of Croatia and South Dalmatia. Within OPCC, numerous new investments were made in the health system and social care, education, science, natural and cultural heritage, business infrastructure, transport infrastructure and public transport.

Operational Programmes “Regional Competitiveness 2007-2013”, “Transport” and “Environment” (RCOP, OPT and OPE)

After Croatia joined the EU, the CFCA assumed the role of the IB2 within certain priority axes of operational programmes RCOP, OPT and OPE, which means we were responsible for providing approval of eligibility of costs, verification of compliance with eligibility criteria, verification of costs and monitoring of project implementation. During this period, EU funds were invested in the development and improvement of regional infrastructure and strengthening the attractiveness of regions and the competitiveness of Croatian economy. A total of 171 projects worth 180 million euros were contracted within the aforementioned programmes.

CFCA’s Role Within Pre-Accession Programmes

Before Croatia joined the EU, the CFCA was responsible for contracting projects within the first generation programmes (CARDS, PHARE, ISPA) and partially within IPA component III and obtained the role of the implementing body for IPA component I and the Transition Facility. Nearly 1350 projects worth more than 676 million euros were contracted within the framework of pre-accession programmes. The beneficiaries of pre-accession funds were mostly ministries, government agencies, offices, institutions, institutes, cities, municipalities and organizations.

Mission

The Agency’s mission is to ensure a successful and lawful implementation of projects financed from EU funds, in order to achieve positive effects of the use of the resources for comprehensive and balanced development of the Republic of Croatia.

Managing structure of the Agency

The bodies of the Agency consist of the Management Board and the Director of the Agency. The Management Board manages the operations of the Agency and it consists of the President of the Board and two Board members. The establishing authority of the Agency is the Republic of Croatia. The establishing rights and duties, on behalf of the establishing authority, are performed by the ministry in charge of regional development and EU funds.
