Općenito o pretpristupnim fondovima

Funkcije SAFU-a u sklopu pretpristupnih fondova

SAFU je agencija nadležna za provedbu I. komponente pretpristupnog programa IPA (Pomoć u tranziciji i jačanje institucija) te Prijelaznog instrumenta.

Kao Provedbena agencija SAFU je nadležna za cjelokupno upravljanje sredstvima stavljenima na raspolaganje kroz navedene instrumente: provođenje nadmetanja, ugovaranje, plaćanja, računovodstveno praćenje te izvještavanje o financiranju iz pojedinog programa. Isto tako, SAFU je do sada sudjelovala u ugovaranju projekata iz programa prve generacije (CARDS, PHARE, ISPA) kao i dijela nekadašnje IPA III. komponente.

Osnovni cilj IPA programa jest pomoć državama kandidatkinjama i državama potencijalnim kandidatkinjama u usklađivanju nacionalnog zakonodavstva s pravnom stečevinom Europske unije te jačanju institucija i njihovih kapaciteta za provedbu novih zakona i propisa. Proces usklađivanja temelji se na jačanju infrastrukturnih i tehničkih kapaciteta institucija razvojem novih sustava koji omogućuju kvalitetniji rad institucija ili na procesima prijenosa znanja iz drugih članica Europske unije.

Kao privremeni instrument namijenjen novim zemljama članicama u prvim godinama članstva, Republika Hrvatska također koristi i Prijelazni instrument (eng. Transition Facility) – pomoć u financiranju mjera za razvoj i jačanje nacionalnih administrativnih i pravosudnih sposobnosti za provedbu i primjenu zakonodavstva Europske unije.

Ostvarene stope ugovaranja

Tijelo nadležno za programiranje I. komponente programa IPA je Ministarstvo regionalnoga razvoja i fondova Europske unije, Uprava za strateško planiranje, Sektor za programe Europske unije (www.mrrfeu.hr), dok Središnja agencija za financiranje i ugovaranje programa i projekata Europske unije ( safu.hr) ima ulogu tijela nadležnog za provedbu.

Decentralizirani sustav provedbe (DSP)

Sastoji se od tijela državne uprave te dužnosnika imenovanih od Vlade Republike Hrvatske s određenim obvezama i odgovornostima vezanima za kvalitetno provođenje projekata (decentralizirani sustav upravljanja bez ex-ante kontrole u Republici Hrvatskoj se provodi od veljače 2013. godine). Uz SAFU, strukturu decentraliziranog sustava provedbe čine:

Dužnosnik nadležan za akreditaciju (DNA)

Visoki dužnosnik odgovoran za izdavanje, praćenje i suspenziju ili povlačenje akreditacije tijela unutar IPA strukture. U Republici Hrvatskoj ovu funkciju obnaša Ministar financija Republike Hrvatske.

Nacionalni IPA koordinator (NIPAK)

Državni dužnosnik nadležan za ukupnu koordinaciju pomoći iz programa IPA u državi korisnici. NIPAK osigurava partnerstvo između Europske komisije (EK) i zemlje korisnice, usku povezanost između općeg procesa pristupanja i korištenja financijske pomoći EU, te je odgovoran za nadzor IPA programa. Također, odgovoran je za koordinaciju između komponenti IPA programa, godišnje programiranje u sklopu komponente IPA TAIB te za koordinaciju sudjelovanja države korisnice u relevantnim programima prekogranične suradnje.

Nacionalni dužnosnik za ovjeravanje (NDO)

Dužnosnik odgovoran za sveukupno financijsko upravljanje pretpristupnim sredstvima iz ugovora. NDO je odgovoran za pravovaljanost i ispravnost osnovnih transakcija te za djelotvornost rada sustava upravljanja i kontrole. U Republici Hrvatskoj ovu funkciju obnaša pomoćnik ministra financija Republike Hrvatske.

Nacionalni fond (NF)

NF je tijelo unutar Ministarstva financija Republike Hrvatske koje pod nadležnošću NDO-a djeluje u sklopu državne riznice, a nadležno je za zadatke financijskog upravljanja pomoći. Glavne odgovornosti uključuju: organiziranje bankovnih računa, traženje sredstava od Europske komisije, odobravanje prijenosa sredstava dobivenih od Europske komisije na operativne strukture ili krajnje korisnike te za financijsko izvješćivanje Europskoj komisiji.

Dužnosnik ovlašten za ovjeravanje programa (DOOP)

Državni dužnosnik odgovoran za poslove SAFU-a i za financijsko upravljanje projektima. U Republici Hrvatskoj ovu funkciju obnaša ravnatelj SAFU-a.

Voditelj programa (VP)

Dužnosnik ili rukovodeći državni službenik iz resornog ministarstva ili institucije korisnice I. komponente programa IPA odgovoran za učinkovitu i pravodobnu tehničku provedbu projekata, kojem odgovaraju Jedinice za provedbu projekta (JPP). VP odgovara DOOP-u te konačno NDO-u, da su svi nadležni procesi valjano provedeni unutar resornog ministarstva/agencije.

Jedinica unutar resornog ministarstva ili institucije korisnice I. komponente programa IPA odgovorna za pripremu i tehničku provedbu projekata u nadležnosti VP-a. Unutar svoje institucije, JPP izravno odgovara VP-u.
