Documents defined for a specific programme as a strategic guidance for implementation (for example in the context of IPA there are the Multi-annual Indicative Financial Framework, the Multi-annual Indicative Planning Document, the Strategic Coherence Framework and operational programmes). These documents are based on the general strategic basis and the programme's legal basis. In order for them to be implemented further operational and implementation documents are compiled.
Dokumenti koji se definiraju za određeni program kao strateška odrednica za njegovu provedbu (npr. u kontekstu programa IPA postoji Višegodišnji indikativni financijski okvir, Višegodišnji indikativni planski dokument, Okvir za usklađenost strategija i operativni programi). Ovi se dokumenti temelje na općoj strateškoj osnovi i na pravnoj osnovi programa. Kako bi ih se moglo provesti, potrebno je izraditi dodatne operativne i provedbene dokumente.
