Pre-accession funds

SAFU is the Agency competent for implementation of IPA Component I pre-accession (Transition Assistance and Institution Building) and Transition Facility.

As the Implementing Agency, CFCA is in charge of overall management of funds available through the following instruments: tendering, contracting, payments, accounting and reporting on financing within the framework of specific programme. Likewise, until now, CFCA has participated in the contracting of projects from the first generation programmes (CARDS, PHARE, ISPA), and project from the former IPA Component III.

The primary objective of IPA programme is to provide support to candidate countries and potential candidate countries in harmonisation of national legislation with the acquis communautaire, as well as strengthening of institutions and their capacities for implementation of new laws and regulations. The harmonisation process is based on strengthening of infrastructural and technical capacities through developing new systems which enable more quality work of institutions or processes related to transfer of knowledge from the other members of the European Union.

The Republic of Croatia also uses Transition Facility – assistance for financing development measures and strengthening national administrative and judicial capacities for implementation and application of EU legislation as a temporary instrument intended for new EU member states in the first years of membership.

Operating structure

The body responsible for programming IPA Component I is the Ministry of Regional Development and EU Funds, the Directorate for Strategic Planning, Sector for EU Programmes (www.mrrfeu.hr), whilst the Central Finance and Contracting Agency (www.safu.hr) performs the role of the body responsible for implementation.

DECENTRALISED IMPLEMENTATION SYSTEM

Decentralised Implementation System (DIS) consists of the state administration bodies and state officials with specific obligations and duties related to quality project implementation appointed by the Government of the Republic of Croatia (decentralised implementation system without ex-ante control in the Republic of Croatia is implemented from February 2013). Along with the CFCA, the structure of decentralised implementation system consists of:

Competent Accrediting Officer (CAO) – senior state official responsible for issuing, monitoring and suspension or withdrawing the accreditation of the body within the IPA structure. In the Republic of Croatia, this function is performed by the Minister of Finance of the Republic of Croatia.

National IPA Coordinator (NIPAC) – state official competent for overall coordination of IPA programme in the beneficiary country. NIPAC ensures the partnership between European Commission (EC) and beneficiary country, close connection between general EU accession process and utilisation of EU financial assistance and bears responsibility for monitoring of IPA programmes. Moreover, NIPAC is responsible for coordination among the components of IPA programme, annual programming within the scope of IPA TAIB programme and for coordination of beneficiary country’s participation in relevant Cross-Border Cooperation Programmes. 

National Authorising Officer (NAO) – state official responsible for overall financial management of pre-accession funds from the contract. NAO is responsible for timeliness and correctness of the basic transactions and for the work efficiency of the management and control system. In the Republic of Croatia, this function is performed by the Assistant to the Minister of Finance of the Republic of Croatia.

National Fund (NF) - NF is the body within the Ministry of Finance of the Republic of Croatia which operates within the scope of the State Treasury under the competence of NAO. National Fund is competent for performing tasks related to financial management of EU assistance.   The primary competencies of the NF include: organising of bank accounts, requesting funds from the European Commission, approval of transfer of funds obtained from the European Commission to the Operating Structures or to the final beneficiaries and financial reporting to the European Commission.

Programme Authorising Officer (PAO) – state official responsible for CFCA's activities and financial management of projects. In the Republic of Croatia, this function is performed by the Director of CFCA.

Senior Programme Officer (SPO) – state official or senior civil servant from the line ministry or the beneficiary institution of IPA Component I programme responsible for efficient and timely technical implementation of projects. The members of the Project Implementation Units (PIUs) are accountable to the SPO.  SPO is accountable to the PAO, and finally to the NAO in the sense that all relevant processes must be properly implemented within the line ministry/Agency. 

Project Implementation Unit (PIU) – unit within the line ministry or beneficiary institution of the IPA Component I programme responsible for preparation and technical implementation of projects within the competence of the SPO. Within its institution, PIU is directly accountable to the SPO.
